The Treasury
Grades are not sentiment. Each band carries a defined meaning, and a project cannot exceed a B while any audit remains unpublished.
A+ / A9.0 – 10.0
Core infrastructure quality. No unresolved structural risk.
B7.0 – 8.9
Sound engineering with a named, bounded weakness.
C5.0 – 6.9
Viable but fragile. Outcome depends on execution we cannot verify.
D / F0.0 – 4.9
Material misrepresentation or unmitigated loss of funds risk.
Revisions
A score changes only on new evidence: a published audit, a contract migration, a governance capture event, or a loss of funds. Revisions are dated, and the prior verdict is never deleted — it is carved beside the new one.
